Kern Inyo Mono Central Labor Council

Kern Inyo Mono Central Labor Council (KIM CLC) is one of nearly 500 state and local labor councils of the AFL-CIO representing workers across multiple industries and sectors. The Kern Coalition initiative provides an opportunity to create the blueprint for future high-quality, sustainable jobs for our communities and for workers like those that we represent.

Community Action Partnership of Kern

CAPK is proud to serve as a co-convener of the Kern Coalition among the many distinguished partners. Our role allows us to represent our clients and low-income communities, as well as the social service sector, with many of us reaching all parts of the county through direct services and strategic access points.

B3K Prosperity

B3K’s purpose is to pursue inclusive economic development and create 100,000 more Quality Jobs in the Bakersfield-Kern County region by 2031 so that we can halve the number of children in struggling families. Achieving that goal requires investing in all five drivers of economic development: traded sectors, talent, innovation, infrastructure and governance. Our participation in the Kern Coalition is a priority for B3K, as CERF will help provide funds for investment in these five drivers.

Building Healthy Communities (BHC) Kern County is a comprehensive community initiative that is creating a revolution in the way Californians think about and support health in their communities. Residents are proving that they can make health happen in their neighborhoods, schools and with prevention—and in doing so, they are creating a brighter future for their children.

Kern Community College District*

The twin goals of economic and workforce development identified by the Kern Coalition are not new initiatives for Kern Community College District (Kern CCD). Kern CCD’s workforce development philosophy is buttressed by collaboration and a clear understanding of whom it serves—the top 100% of Kern County. With this understanding of the deeply entrenched poverty in some of our region’s rural and urban areas, the Kern Coalition furthers the Kern CCD goal of partnering with others to serve all learners.

*Kern CCD is serving as the fiscal agent for the Coalition and will manage the financial and administrative tasks for the Coalition.

Kern Coalition Structure

The Kern Coalition is part of the California Jobs First initiative, focused on developing an inclusive regional workforce and economic strategy. Its mission is to bring together stakeholders across Kern County to build a strong, equitable economy through collaboration, planning, and community-driven development.

1. Regional Convener (RC)

The lead organizations are tasked with organizing an inclusive group of regional stakeholders to form the HRTC and, with the Fiscal Agent, implement the planning grant in the California Jobs First Kern region.

2. Regional Convener Coordinators (STAFF)

Work with the Regional Convener (Kern Coalition) to host HRTC Meetings.

3. Governance Council (GC)

17 Elected Representatives are selected through an electionsprocess via the KHRTCs and 1 ex-officio membership for the Kern Coalition Regional Convener.

Subregional Collaboratives

• Inclusive regional planning groups that consist of balanced and meaningful representation from regional stakeholders.
• Ongoing technical assistance will be provided in the form of community education, grant writing, and Capacity Building.

Coordinators

Up to 3 Industry Collaboratives & Up to 3 Industry Leads

Industry Collaboratives work with the KHRTCS

• Research specific to industry sectors
• Develop "exploratory" and/or "last mile projects
• Map career pathways, apprenticeships, and training w/ partners
• Develop workforce training planw/ partners
• Liaise w/public agencies, cities, counties, and CA Native American tribes-business development strategies
• Develop revolving loan for entrepreneurship
• Support anchor institutions

Kern High Road Transition Collaboratives (KHRTCs)

Partnerships that bring together employers, workers, and community organizations to create well-paying, sustainable jobs in industries vital to California's economy. It focuses on workforce development, equity, and economic resilience, particularly for underserved communities.
