Shaping the Future of Kern County’s Workforce and Economic Development

The Kern Coalition is a collaboration of local organizations and communities committed to bringing economic growth to communities that need it most. Our coalition is led by five co-convenor organizations who have united under the Kern Coalition to shape the future workforce and economic development in Kern County – the Kern Community College District (Kern CCD),B3K Prosperity, Kern Inyo Mono Central Labor Council (KIM CLC), CommunityAction Partnership of Kern (CAPK), and Building Healthy Communities Kern.Formed to respond to the workforce grant opportunities provided byCalifornia Jobs First (formerly the CommunityEconomic Resilience Fund), Kern Coalition harnesses the insight and talent of the public and private sectors to create accessible employment opportunities and revitalize the Kern County economy.

Where consulting meets technology

The Kern Coalition was formed to help secure state investments by responding to grant opportunities provided by the CommunityEconomic Resilience Fund (now known as California Jobs First). The Coalition is eligible to apply for up to $14 million in state funding through the end of the program in September 2026.Funding secured through California Jobs First has already helped establish the Kern Regional Jobs First Catalyst Fund to connect the dots between the planning and implementation of economic development projects.This funding enables Kern County to develop ready-to-go projects that can compete for funding opportunities from federal, state, and private sources.

California Jobs First (formerly the Community Economic Resilience Fund) is a $600 million fund to revitalize 13 economic regions throughout California.

Merging state, federal and private investments, California Jobs First aims to build a sustainable and equitable economy across California, focusing on supporting new strategies to diversify local economies and develop industries that create high-quality, accessible jobs for all Californians.Using data-informed research from labor market analysis and priority industry sectors, Kern Coalition will develop an integrated localized recovery and transitional plan through a collaborative process of key stakeholders that facilitates economic diversification, sustainability, and equity.

The California Jobs First program is made up of three phases:

Planning Phase
Each of the 13 key regions develops tailored, equitable plans to drive economic growth, informed by robust research and community input.

Catalyst Phase – Current Phase
A pipeline of projects, identified in the planning phase, is funded to continue driving growth and achieving the goals set out by California Jobs First.
3
Implementation Phase
Funded projects are advanced and completed in each of the 13 regions, providing valuable economic impacts and fueling job creation statewide.
