RFP for Sector Investment Coordinators (SICs)

The Kern Community College District on behalf of Kern Coalition, invites your company to submit a Proposal for Sector Investment Coordinators (SICs), for its college needs. Working on behalf of the Kern Coalition - the Kern County region participant of the State of California’s California Jobs First Regional Initiative- The Kern Community College District (“KCCD”, "Kern CCD", "District") is soliciting proposals from qualified consultants or vendors experienced in providing robust technical assistance to advance strategic regional economic objectives for the priority sectors outlined in the Kern California Jobs First Regional Plan Part 2 for the duration of the Catalyst phase of the California Jobs First’s Regional Investment Initiative through September 30, 2026. California Announces Tax Credit Application for Businesses

The California Competes Tax Credit (CCTC) is an income tax credit available to businesses that plan to locate or expand in California and create quality, full-time jobs that might not otherwise be created by the applicant or any other business.While there are no sector-specific restrictions, special consideration will be given to businesses within the “strengthen” and “accelerate” sector categories listed below.

Application Periods: A total of $922,694,691 in California Competes Tax Credit is available for allocation in the 2025-2026 fiscal year. Applications for the California Competes Tax Credit will be accepted online at calcompetes.ca.gov during the following periods:

July 21, 2025, through August 11, 2025 ($308 million in tax credits available)

January 5, 2026, through January 26, 2026 ($308 million in tax credits available)
3
March 2, 2026, through March 16, 2026 ($306.6 million in tax credits available plus any remaining unallocated amounts from the previous application periods)

Kern Biz Grant

The County of Kern – Economic Development Division has partnered with Project Development Solutions, Inc. to administer the Kern Biz Façade Improvement Grant Program. Kern Biz offers competitive, one-time grants of up to $10,000 to support small businesses and property owners in unincorporated commercial corridors. The program aims to boost storefront investment, improve security, and enhance public benefit through exterior and interior upgrades. All funded improvements must be completed within six months of the grant agreement.

Award Notification Timeline
All submitted applications will be reviewed after the application deadline, allowing for a fair and comprehensive evaluation of all proposals at the same time. Applicants should not expect to receive any notification until the review process is complete.Applicants can expect to be notified of award decisions approximately 6-8 weeks after the application deadline. This timeline may be adjusted depending on the volume of applications received.
Eligibility

A legal business entity, such as a Sole Proprietorship, Partnership, Corporation, or Limited Liability Company.

The business’ fixed office or distribution point must be in and have a street address within unincorporated Kern County for at least six (6) months prior to the submission of a grant application. Applicants should refer to the Interactive County Map Tool and the Is My Address in Unincorporated Kern? to determine if their business is located within unincorporated Kern County.

The business must credit all sales tax generated from the business to its business location in Kern County.

Recipient(s) must be owners or tenants of commercial, industrial, mixed-use property.

To help verify business eligibility and ensure project readiness, interested applicants should provide the following supporting documentation:
  • Copy of valid government-issued identification for applicant(s)
  • Copy of any licenses or permits
  • Proof of business location in unincorporated Kern County for a minimum of six months (e.g., lease agreement, utility bill)
  • Lease Agreement (if applicant is a tenant)
  • Written consent from the property owner (if applicant is a tenant)
  • Site photos reflecting current (pre-project) conditions
  • Proof of insurance, including General Liability and Workers’ Compensation coverage (Preferred at the time of application and required upon award selection)
  • Contractor quote(s) detailing the scope and cost of eligible improvements (preferred, but not required)

The Kern Coalition was formed with a vision to bring good, quality jobs to Kern County, particularly to the areas that need it the most.In 2021, the State of California announced the CERF (Community Economic Resiliency Fund) Program, now known as California Jobs First. This program will distribute $600 million across the state, to go toward economic recovery and growth. The funds are being distributed by a competitive grant process, which means each region has to put together a plan and then apply for funding from the state.

Here in Kern County, our goal is to create a grant proposal for funding that includes everyone’s voice.
